The scenario from April is resurfacing. Three months after its first activation, triggered by international oil market disruptions, Madagascar is reinstating the energy emergency state. The decision was adopted in the Council of Ministers. Regarding hydrocarbons, the decree published by the Presidency aims to implement the automatic price adjustment mechanism, as the international context remains highly volatile," states Cydolain Raveloson, director general of the Malagasy Hydrocarbons Office (OMH). This new measure comes amid heightened Middle East tensions, reviving uncertainties about international oil market developments. It aims to anticipate the consequences of a potential oil shock and secure the means necessary to ensure fuel supply and maintain essential services. Provided for under Article 61 of the Constitution, this decision allows the State to address situations likely to have a major impact on the national economy and people's lives. In the energy sector, it gives authorities the ability to quickly implement measures to organize supply, prevent shortage risks, and regulate market operations. Decree Applied A week before the decree announcement, a first purchase restriction measure had already been applied to fuel purchases. Each buyer was limited to a maximum volume of one hundred liters per day. The reinstatement of the energy emergency state comes days after the reactivation of the automatic fuel price adjustment mechanism, suspended during the previous crisis. To date, pump prices remain fixed at 4,860 ariary for diesel and 5,100 ariary for premium gasoline. On the hydrocarbons front, the OMH recalls that the automatic price adjustment mechanism remains applicable. "Regarding the hydrocarbons aspect, the decree on the automatic price adjustment mechanism is being applied," the agency clarifies. Facing concerns about a potential pump price increase, the OMH seeks to reassure. "We have not yet reached the phase of fuel price increases. The government is mindful of the population's purchasing power," it emphasizes.
