The educational branch of the Cubs (Sampana Mavo) welcomes boys aged 6 to 11, while the Rovers (Sampana Mena) support young people aged 17 to 19. Between these two branches lies the Scouts branch (Sampana Maitso). Two major national simultaneous camps will be held from August 1-5, 2026 in Moramanga, bringing together thousands of scouts from across Madagascar. For five days, these young people from all corners of the island will experience fraternity, life in nature, service and leadership training.

To mark 90 years of history—that of two major educational branches within the Tily eto Madagasikara scout movement, namely the Cubs, "Sampana Mavo" in Malagasy, and the Rovers, or "Sampana Mena"—two major national simultaneous camps will reunite members of this scout movement. A grand national gathering that ranks among the significant events of 2026 for Tily eto Madagasikara. Several thousand Cubs and Rovers from all regions of the Great Island will attend this major event. "These gatherings constitute one of the most important scout events organized in Madagascar in 2026. They celebrate nine decades of education, transmission and commitment to serving Malagasy youth," emphasize Tily eto Madagasikara leaders. Indeed, for nearly a century, these educational branches have shaped generations of Malagasy people around shared values: love of God, service to the nation, fraternity and respect for scout law.

Sampana Mavo

The Cubs' national camp will be held on a vast 32-hectare site in Moramanga, where over 4,800 participants are expected, including 3,800 Cubs, 689 leaders, 126 district and national commissioners, 134 parents, former Cubs and committee members, as well as 75 guests. By its scale, this gathering alone illustrates the national scope of the celebrations and the place the movement occupies in the Malagasy educational landscape. Cubs are the youngest members of the movement: boys aged 6 to 11 taking their first steps in the scout adventure. Gathered in small groups of six, children discover life in nature, learn to take age-appropriate responsibilities, serve daily and grow in a spirit of fraternity.

Sampana Mena

The Rovers' national camp will be held simultaneously with the Cubs' on a 14-hectare site. Here, over 700 young people and leaders will be present. Intended for young people aged 17 to 19, this branch marks a decisive stage in the scout journey: where one prepares to enter adult life and fully take one's place in society. The Rovers' educational method rests on demanding pillars: scout law and scout alliance, team life, project management, leadership and sense of responsibility. Service, citizenship, environmental protection and quality relationships between young people and adults hold a central place.

From Moramanga to Toamasina

After Moramanga, movement leaders will continue their mobilization. From August 9-11, 2026, district commissioners and national commissioners will meet in Vohitsara, Toamasina, for the FIFITI (Fihaonan'ny Filoha Tily), one of the main national forums for reflection and technical decision-making for Tily eto Madagasikara's education sector. Leaders will exchange on the movement's pedagogical directions and coordination of its activities, ensuring continuity of celebrations and development of scouting in Madagascar.
