The Commune urbaine d'Antananarivo (CUA) and UNICEF signed a multisectoral action plan yesterday to strengthen child protection in the capital. The ceremony was also marked by the delivery of new equipment to the call center of the Green Line 147, a national reporting system for violence against children. Signed by Feno Ralambomanana, president of the CUA Special Delegation, and Christine Jaulmes, UNICEF representative in Madagascar, the plan provides for cooperation in several areas, including child protection, nutrition, early childhood development, community mobilization, youth participation, and emergency management. According to Feno Ralambomanana, this partnership will strengthen actions in favor of children and improve their access to essential services. Green Line 147 During the ceremony, UNICEF also delivered new equipment to the Green Line 147 call center, hosted by the CUA. Accessible free of charge 24 hours a day, 7 days a week through Orange Madagascar, Yas Madagascar, and Airtel Madagascar networks, this service receives an average of over 600 calls per day. It provides listening, guidance, and referral of children who are victims or witnesses of violence to competent structures. Among the reports recorded are four cases of child abduction, illustrating the importance of this system in child protection. In 2025, Green Line 147 recorded 405,471 calls and identified 680 confirmed cases of violence against children. For Christine Jaulmes, strengthening this call center reflects the joint commitment of UNICEF and the CUA to better prevent violence, improve victim care, and guarantee every child a safer and more protective environment.
