Madagascar Coalition for Child Rights (MCCR) has officially launched the "Fanasoa" project, an initiative aimed at strengthening birth and marriage registration to prevent child marriage in the country. The targeted intervention zones are Atsimo Andrefana and Atsimo Atsinanana, where rates of early marriages have reached alarming levels. The project, planned to last one year, is based on several pillars: institutional coordination, legal and social studies and analyses, strengthening of the civil registration and vital statistics system (CRVS), community mobilization, advocacy and public policies. "Many minor children are already entering into marriage, some even reaching motherhood. The requirement to have a copy of a birth certificate can help prevent these unions. Our objective is to use the strengthening of the CRVS system as a prevention lever," explained Edmondine Ramaroson, president of MCCR. The creation of the Interministerial Coordination Committee took place yesterday at the Antaninarenina Chamber of Commerce. Its mission: to monitor the quality of studies and define the responsibilities of each ministry involved in combating the causes of child marriage. In the prefectures of Farafangana, Vondrozo, Vangaindrano, Midongy Atsimo and Befotaka Atsimo, the issue is particularly acute, worsened by the absence of birth certificate copies. Prefect Anthony Rakotondratsimba recalled that awareness campaigns and local sanctions—financial fines or administrative measures—are already being implemented to protect children's rights. The expected changes are clear: more children registered at birth, better age verification, reliable data for decision-makers, and strengthened protection of minors against early marriage.
