A leading figure of the new generation of politicians committed to transforming the education system, the Minister of Technical Education and Vocational Training, Todisoa Andriamampandry, is accelerating the implementation of his vision. During his latest intervention, the minister indicated that in one week, more than 20,000 people from nine regions of Madagascar benefited from actions carried out by his department. Between skills development, infrastructure deployment, and support for rural stakeholders, METFP aims to address a major challenge: making vocational training a genuine engine for employment and development. Far from limiting itself to major urban centers, METFP's strategy relies on strengthened field presence. In total, 20,938 beneficiaries were reached by various initiatives undertaken during this period. Among the announced results are support for 5,285 learners across the country, assistance for 8,000 beneficiaries through a partnership with the Development Intervention Fund (FID), and support for 3,500 civil servants as part of fiscal management modernization.

Ministerial Field Visit

For Todisoa Andriamampandry, vocational training cannot be separated from local economic realities. It must enable young people and workers to acquire skills directly applicable in their environment. This policy materialized in Ambilobe on July 4, 2026, through a ministerial visit to the Technical and Vocational High School (LTP) and various training centers. Beyond administrative oversight, this visit aimed to evaluate infrastructure and align training offerings with the specific needs of each territory, ensuring consistency between taught programs and regional economic potential.

National Framework

In Port-Bergé, METFP's action resulted in the certification of 42 farmer-relay agents who completed their training based on the national framework for this profession. This initiative is part of the Fiharilova project, conducted jointly with the Ministry of Agriculture and Food Sovereignty, and supported by the French Development Agency (AFD) through the Varuna program. This project has recorded concrete results: 2,500 farmers trained, 73 nurseries, 73 hectares of plantations, and an irrigation canal network of 5 kilometers. Facing the challenge of youth employment, Todisoa Andriamampandry is imposing a model focused on competence and alignment with national needs.
