A tense government-parliament session on Friday highlighted the territorial affairs minister's firm stance on the illegal landfill scandal in Alasora. General Lylison René de Rolland, Minister of Territorial Planning and Land Services, addressed the National Assembly after the head of state, Colonel Michaël Randrianirina, caught illegal dumping operations in Alasora last week. "If the investigation progresses well, those responsible for this illegal landfill should be exposed," he told the Public Security minister during Friday's question-and-answer session at the National Assembly in Tsimbazaza. The minister stated that "the owners of the land as well as those of the trucks that transported the landfill are known." This case adds to a long series of already documented illegal landfills. While past administrative measures such as equipment seizures and fines were applied, they proved insufficient to stop the phenomenon and failed to identify potential high-ranking accomplices. The Minister of Territorial Planning emphasized that this landfill is entirely illegal. "No authorization was issued by our ministry. Consequently, these landfill works are completely clandestine," he stated. The ministry remains inflexible on projects threatening Greater Antananarivo. "Landfills causing flooding will not be authorized. No terrain landfill likely to cause flooding will be approved in Antananarivo," General Lylison René de Rolland declared. The 2022 landfill ban aimed to prevent flooding in Greater Antananarivo. This ban was partially lifted in May. "The decree we proposed aims not to hinder development. Thus, only landfills intended for factory or residential construction, as well as raising buildable land, may obtain authorization," the minister explained to parliament. Administrative authorization follows strict procedures. Technicians are sent to sites to assess specific conditions, particularly examining sanitation and water drainage networks. Only after this expert evaluation and based on their recommendations will the ministry decide.
