Facing rising living costs and healthcare expenses, retirees, represented by Hitler Ramamonjisoa, are demanding the conversion of their quarterly allowances into monthly payments, which they consider inadequate, and the immediate appointment of a permanent director general to restructure the institution. Union leaders denounce opaque management, fund embezzlement, including the disappearance of 7 billion ariary linked to SMGD, and a behind-the-scenes privatization scheme. Inter-union president Andriamihaja Jôjô Rakotozanany demands transparent management involving ministries, unions, and the Superior Council of the Civil Service to prevent the bankruptcy witnessed at Air Madagascar or Sirama. Meanwhile, Fama Razafimahazo, vice-president of the SSM union, protests against demands for explanations directed at protest leaders, denouncing intimidation contrary to workers' fundamental rights. Retirees also demand full disclosure on a 2016 international aid package: of the 65% intended for them, only 20% was disbursed. They now demand restitution of the remaining 45%.
