The Malagasy diaspora could play a more significant role in national diplomacy. This is one of the priorities that emerged from the national assembly on Malagasy diplomacy, officially closed on September 17, 2026 in Antananarivo. After several days of reflection and consultation, participants in the Malagasy diplomacy assembly recommended promoting increased involvement of Malagasy citizens living abroad in the country's diplomatic action. Active and retired diplomats, public administration and military officials, academics, students, entrepreneurs, civil society representatives, and diaspora members participated in the proceedings, which ended yesterday. This diversity of profiles made it possible to share experiences and expectations regarding the future of Madagascar's foreign policy. The increased involvement of the diaspora is thus among the common priorities identified during the assembly. It stands alongside other directions deemed important for strengthening Madagascar's presence and action on the international stage. This recommendation notably opens reflection on better mobilizing the skills, networks, and experiences of Malagasy living abroad. The diaspora is thus called upon to be more taken into account in the dynamics of national diplomacy, in a context where Madagascar intends to better promote its interests and assets beyond its borders. The diaspora, for its part, demands political participation through voting rights. The assembly also highlighted the need to better promote Madagascar's strategic assets and strengthen economic diplomacy. The consolidation of maritime sovereignty and security is also among the identified priorities. The promotion of Malagasy culture and science completes this picture. These different axes reflect a desire to diversify the levers of foreign policy, beyond mere diplomatic representation. The modernization of the means, methods, and tools of the Ministry of Foreign Affairs is also one of the main projects identified. The stated objective is to strengthen the effectiveness of diplomatic action and its adaptation to new international challenges.
