Madagascar was represented by Minister of Digital Development, Posts and Telecommunications Mahefa Andriamampiadana at the 4th UNESCO Global Forum on the Ethics of Artificial Intelligence, held over four days in Riyadh, Saudi Arabia. Nearly 60 countries participated in the event. Stakeholders debated ways to measure AI's real impact on populations and build an equitable global digital ecosystem, while advocating for strengthened public institution capacities in data management. During his address, the minister affirmed Madagascar's commitment to becoming an active player in co-creating tomorrow's technological solutions, contributing to the country's development, refusing to be a mere spectator or consumer of AI-driven transformation. "Certainly, the Big Island must still strengthen access to networks for much of its population and develop adequate digital infrastructure, but we must also master these new technologies and assess their impact on citizens," he stated. For all participating countries, strengthening public institution capacities emerged as an essential prerequisite before engaging in partnership projects with international actors. Following these initiatives, "the knowledge, experiences and skills acquired must serve our country. We cannot wait to fully master existing technologies before exploring new ones, at the risk of accumulating further delays," he continued. National digital sovereignty was prominently highlighted throughout this international event. This notably involves integrating the Malagasy language into technology and AI use, while adapting these tools to the national context to benefit the entire population.
