Biometric enrollment has entered a new phase. The second phase of the Izaho Tokana 2.0 operation was officially launched yesterday, September 16. It will continue until July 2027, with the objective of reaching ten million Malagasy citizens aged 18 and over. More than six million people were already enrolled during the first phase. This new stage aims to further expand the operation's coverage through biometric registration of citizens. The operation is designed to facilitate access to legal identity and strengthen the modernization of administrative services. It is implemented by the Ministry of Interior and Decentralization, with support from the Digitalization and Identity Coordination Project in Madagascar, financed by the World Bank Group. This second phase comes as biometric identification is set to cover a larger number of citizens. The target of ten million people must be reached by the end of the operation, scheduled for July 2027. The launch of this new stage took place as part of activities related to National Identity Day. Young people and various stakeholders also participated in the activities organized for this occasion.
