A meeting held on Thursday, September 10 lasted over two hours. The previous week had been difficult for sand transporters and sellers. A ministerial note dated September 2 stipulates that sand delivery trucks using the RNT59B road from Ramena must not exceed 15 tonnes to prevent road damage. As a result, a meeting was organized at the town hall of the rural commune of Ramena on Thursday, September 10 at 9am, attended by the chief municipal officer, the regional transport director, the regional public works director of DIANA, and the association of heavy vehicle drivers, to ensure compliance with the temporary standard set by the relevant ministry. The meeting lasted over two hours. Truck drivers presented their concerns while accepting the ministerial note. Built in 2021 and inaugurated in 2022, it took four years for the rule to be imposed. "What's surprising is why the competent technicians who built the road didn't limit truck tonnage from the start?" asked one trucker. A question directed at regional representatives, whose response seemed vague and unclear. For his part, José Eliazar, a well-known local truck driver, suggests the decision favors an economic operator. "They want to monopolize the market. This is unacceptable!" he insisted. In reality, the official communication had negative repercussions. From September 11-13, the price of 1 m³ of sand doubled. If it cost 30,000 ar, construction workers now buy it at 60,000 ar. Consequently, house construction has slowed. Robert Zaramahavita testifies: "My family and I estimated our house would be completed by the end of October. Given the situation, work is slowing down. At this rate, we won't have the means to pay our masons." The next day, a truck without papers was spotted transporting sand. The vehicle was inspected by police at the Ampasira barrier. Subsequently, a gathering of public works technicians, regional transport officials, the Ramena commune magistrate, and mobile equipment operators met at the barrier. Participants agreed: "Monday, September 14, a technical inspection will be conducted on all trucks using RNT59B." It must be acknowledged that many heavy vehicle drivers' papers are not in order.
