More than one in ten children in Madagascar has a disability. Behind this figure lie difficulties in accessing school, healthcare, and social protection, as well as increased exposure to violence. Yet disability remains largely on the periphery of public debate. UNICEF studies help measure part of this long-undocumented reality. Inequalities begin in childhood. This is what the results of a survey on the "Situation Analysis of Children with Disabilities in Madagascar" reveal, initiated by UNICEF and published in January 2023. Conducted in twelve localities, including six urban and rural municipalities across the country, the study highlights deprivations in education, health, nutrition, water, sanitation and hygiene, as well as social protection and child protection, particularly among children with disabilities. Another analysis conducted jointly by INSTAT and Oxford Policy Management confirmed that more than one in ten Malagasy children has a disability. Psychological problems, notably depression and anxiety, affect 5.1% of children aged 5 to 17. Cognitive disabilities concern between 4.4% and 4.7% of children. Inequalities increase with the severity of disability. In education, attendance gaps tend to widen as children progress through their schooling. Lack of accessible facilities, insufficient adapted materials, and untrained teachers are among the obstacles identified. Vulnerability extends beyond school. Children with disabilities are also disadvantaged across several health indicators and face greater exposure to violence. The analysis particularly highlights the particular vulnerability of girls with certain cognitive disabilities to sexual violence. The problem is therefore not only medical. It is also social, economic, and institutional. In 2026, three years after this analysis was published, the question arises: to what extent have these findings actually changed schools, health centers, transportation, social protection, and public policies?
