Madagascar takes a decisive step in reshaping its social policy with the launch of the National Social Protection Strategy (SNPS) 2024-2030. This roadmap aims to strengthen the resilience of vulnerable households and expand access to basic social services. The Ministry of Population and Solidarity (MPS) is driving a new dynamic in social protection through the implementation of SNPS 2024-2030. This institutional framework establishes the non-contributory system as a central pillar of public policy, with the ambition to accelerate investment in human capital and consolidate the structural resilience of households facing climate and socio-economic shocks. The achievements of SNPS 2019-2023 provide a solid foundation: cash transfers, extension of social safety nets during crises, anticipatory experiments addressing climate change, advances toward universal health coverage, and development of a roadmap for self-employed workers. Development. Strengthening coordination mechanisms and establishing milestones for the Single Social Register (RSU) now pave the way for national coverage. The RSU stands as a strategic tool for socio-economic identification, ensuring precise targeting and centralized data management. It guarantees transparency and equity in access to public and humanitarian aid, while reducing inclusion and exclusion errors. In line with the State's General Policy – Refoundation, which places human beings at the heart of development, the objective is to guide 50% of vulnerable populations toward emergence. To clarify roles and strengthen collective ownership, a high-level meeting is organized, providing a dialogue space on the strategic direction and technical functioning of the RSU, with strict confidentiality guarantees.
