Tondraha Razaha has been named president of the special delegation of Toliara urban commune. The Interior Ministry designated Tondraha Razaha as president of the special delegation (PDS) of Toliara urban commune through decree number 28.547/2026. The decree, dated August 31, 2026, was signed by delegation by the Interior Ministry's secretary general, Nalisoa Voahangiarimino Randriantomponera. According to details, the decree awaited official registration with the Prime Minister's office, which explains the delay of several days in its publication. Media pressure over the delayed appointment of a PDS following the death in June of incumbent mayor Jean Rabehaja had intensified in recent weeks. The appointment of a new chief administrator for Toliara urban commune comes three months after the position became vacant. Economic operators, current deputy mayors, and even women had been proposed through media channels. Ultimately, the choice fell elsewhere. Tondraha Razaha is currently president of the municipal council of Toliara. He is a former deputy for Toliara I during the HVM era, serving as second on the list of deputy Jean de Dieu Maharante, who later became minister. Following the November 2024 municipal elections, the new PDS led the list of Frérot Ralaivahiny, known for Pro-Siteny affiliation, and was elected municipal council president against the IRMAR list (Isika rehetra miaraka amin'i Andry Rajoelina), defeated by the Pro-Siteny-Serge Vital coalition. The second PDS appointed is Veloson Grégoire Randrianandrasana, a lecturer at Toliara University and unsuccessful candidate in the May 2024 legislative elections for the Ampanihy Ouest constituency in Atsimo Andrefana region. Serge Vital, president of a youth association in Toliara, has been designated third PDS of Toliara urban commune. Known primarily for his surname as nephew of former Prime Minister Camille Vital, he ran in the municipal elections as an independent, obtaining 12.54% of votes. In February this year, rumors circulated about a possible appointment of Serge Vital as PDS to implement "provisional collegial management given the health condition of the incumbent mayor prolonging the vacancy," but this information was later denied by the Interior Ministry. The newly designated trio faces the heavy task of restoring internal order in Toliara urban commune, which is owed sixteen months of arrears since Mayor Rabehaja's death, and of reviewing city priorities such as garbage collection, market order restoration, street cleanliness, and many others.
