Chinese President Xi Jinping presented a four-point proposal on Tuesday at the 26th meeting of the Council of Heads of State of the Shanghai Cooperation Organisation (SCO) in Bishkek, the capital of Kyrgyzstan. In his address at the summit, Xi noted that this year marks the 25th anniversary of the SCO's founding. He emphasized that 25 years ago, safeguarding the interests of sovereignty, security and development became a common consensus among regional countries, in light of the profound lessons of the Cold War, the real threat posed by the "three evil forces," and the strong aspirations of all peoples for peace and development. Thus the SCO was born, which has since displayed growing vitality and dynamism, Xi added. Over 25 years, the SCO has traveled an extraordinary path, he recalled, stressing that its most important achievement was its gradual transformation into a new type of regional cooperation organization covering the world's largest geographical area, representing the largest population and possessing immense development potential. The most precious spiritual wealth of the SCO is having creatively founded and continued the Shanghai Spirit, marked by mutual trust, mutual benefit, equality, consultation, respect for the diversity of civilizations and the pursuit of common development, he stated. The most important experience of the SCO in cooperation is having found the right path of coexistence characterized by non-alliance, non-confrontation and non-hostility toward third parties, and encouraging regional countries to build their common home together, he continued. Twenty-five years later, unprecedented transformations in a century are accelerating globally, the opposition between dialogue and confrontation, between win-win cooperation and zero-sum games, and between multilateralism and unilateralism proves intense, and the specter of war continues to haunt the world. At a crossroads for humanity's future, the SCO must assume historical responsibilities and guide the course of history, he affirmed. Xi called on the SCO to commit to prioritizing development and opening a future of common prosperity. According to Xi, the SCO must advocate for economic globalization that benefits all and is inclusive, consolidate cooperation in traditional fields such as trade, investment, connectivity, energy and resources, and expand cooperation in emerging fields including artificial intelligence, digital economy, green industries and green mining. China regards the SCO region as a priority area for quality cooperation under the Belt and Road Initiative and the implementation of the Global Development Initiative, and will continue to host events such as the SCO Digital Economy Forum and the SCO Agricultural Expo, Xi stated. China will establish an international cooperation center on AI application, and create a China-SCO port economy cooperation center in Tianjin and implement 100 technological cooperation projects with other SCO member states over the next three years, he declared. Xi urged the SCO to emphasize security and build a universal security environment. The SCO must respond in a coordinated manner to traditional and non-traditional security threats, combat the "three evil forces," transnational organized crime, drug trafficking and telecommunications fraud, strengthen cooperation on information security, biosecurity and outer space security, and prevent any external attempts at interference in internal affairs, undermining political security and sabotaging regional stability, he affirmed. China intends to work with all parties to advance the vision of common, integrated, cooperative and sustainable security and make the SCO an important platform for realizing the Global Security Initiative. It supports the early commissioning of the four SCO security centers.
