Starting September 4, 2026, sanctions provided for by the Municipal Hygiene Code will be enforced by the urban commune of Antananarivo for any breach of rules as stipulated by the CMH. The awareness and information phase has ended. Now comes enforcement. Sanctions provided for by the Municipal Hygiene Code (CMH) will henceforth be applied in cases of violations detected by municipal authorities authorized to do so. This follows a preliminary phase of public awareness and information on best practices, violations, and sanctions provided for by the CMH. Thus, starting tomorrow, Friday, September 4, 2026, fine books come into effect. A mixed brigade composed of municipal police officers and the department responsible for water and sanitation within the Ministry of Water, Sanitation and Hygiene will be tasked with collecting fines based on violations detected. Those responsible for violations concerning hygiene, water, sanitation, nuisances, waste of all kinds, construction, traffic and transport, commerce and markets, and various other areas must pay fines corresponding to the violation. For example, depositing construction materials such as gravel, sand, stones and others on public roads is subject to a fine of 300,000 ariary, while unauthorized septic tank emptying is subject to a fine of 50,000 ariary. The fine is the same amount in case of violation concerning the disposal of household waste outside the prescribed hours, namely from 4 p.m. to 8 p.m. From now on, users must know what to expect.
