The situation of retired staff from the National Assembly has raised concerns within the Syndicate of Retired Agents of the National Assembly (SARAN). Created in March 2025 and chaired by Bebain Urbain Andriantsizehena, national president of the RPSD party, the syndicate is demanding payment of the installation allowance supplement owed to certain retirees. At the time, National Assembly president Justin Tokely had already received representatives from the syndicate, who clarified that their approach aimed to defend the welfare and benefits of retirees, not to strike.
Installation Allowance
SARAN recalls that when a civil servant reaches age 60 and retires, they receive an installation allowance equivalent to twelve months of salary. However, some former National Assembly staff reportedly did not receive the full amount of this allowance. The syndicate is therefore demanding payment of the outstanding supplement owed to them, emphasizing that this remainder constitutes a right that should be regularized. Among those affected, some are reportedly ill, while others have already passed away. SARAN also deplores the shortage of medicines within the Medical and Social Services, as several retirees suffer from chronic illnesses.
Appeal to Authorities
The syndicate is calling on the National Assembly president, Siteny Randrianasoloniaiko, and members of the Permanent Bureau to proceed with payment of the installation allowance supplement. It is also turning to the president of the Refoundation of the Republic of Madagascar, Michaël Randrianirina, and the Minister of Economy and Finance to examine this matter. It recalls that the human aspect was recently emphasized by the president of the Refoundation of the Republic. SARAN states that it was forced to speak to the press due to not being granted an audience. It remains to be seen what follow-up will be given to this appeal.
