Civil society and political parties remain largely absent from efforts to raise awareness about voter registration on the electoral list. Thierry Rakotonarivo, president of the Independent National Electoral Commission (CENI), deplores this situation and calls for greater mobilization. Civil society is notably invisible in monitoring the establishment and revision of the electoral list, despite the existence of organizations receiving funding in this area. Their participation in monitoring operations remains limited. Monitoring Operations The same observation applies to political parties. Their role in raising citizen awareness about electoral list registration remains weak, even though they also bear responsibility for civic education. Major political parties are also poorly represented in monitoring the establishment of the electoral list. "Yet they are the ones who criticize the most," Thierry Rakotonarivo noted. For the CENI president, mobilizing various stakeholders remains necessary to encourage more citizens to register on the electoral list and to strengthen monitoring of operations.
