General Alexandre Rajaonarivony, president of the Special Delegation (PDS) of Manjakandriana Urban Municipality, outlined the challenges facing the commune four months into his tenure. "Four months after taking office, we face no shortage of challenges," he stated, highlighting the urgent need for intervention on several sections of RN2.

The commune has prioritized reorganizing the central market and its surroundings, removing anarchic installations along the roadway to improve traffic flow and sanitation. Waste evacuation has been declared a priority ahead of the rainy season.

Road networks connecting Manjakandriana to neighboring municipalities remain a concern. The track to Mantasoa becomes impassable during rains, affecting agricultural product evacuation, healthcare access, and student transportation. The Ankadimanga-Ambatomanga axis also requires repairs. The commune has requested support from Analamanga regional government, which has mobilized equipment for these roads.

"The commune cannot work in isolation," Rajaonarivony emphasized. The administration is pursuing partnerships for potable water access, cultural development, and agropastoral sector support. Construction materials have been allocated to schools and health centers, including the Community Birth Center.

With limited financial resources at the outset, the PDS and Municipal Council launched tax recovery efforts on market fees, parking rights, and transport revenues. Tax awareness campaigns continue among residents, merchants, and economic operators.

The PDS reports progress against cattle theft and local crime through collaboration between the Mixed Design Body and Defense and Security Forces. Health services have contained reported Mpox cases in the district.

However, RN2's condition remains the primary alarm. Multiple sections, particularly the Mandraka "S" curve descending toward Anjiro, and the Antetokely and Maharidaza stretches, are severely degraded. Potholes and road damage pose dangers to users, especially heavy vehicles. The PDS deplores improvised repairs by individuals using rudimentary methods and illegal waste dumping at Maharidaza, calling on authorities for urgent intervention on this heavily-trafficked national axis.

"We are in a refoundation dynamic. The commune works closely with central government to realize these projects," he concluded.
