The RIF/SLC constitutes a framework for exchanges between the municipality and various stakeholders in the capital. Recommendations focus on municipal guidelines, development projects, budgets and partnerships. Deconcentrated technical services, the private sector, civil society, women, youth, vulnerable persons and representatives of the 192 fokontany are called upon to participate. The RIF/SLC is not a decision-making body. It gathers concerns and formulates proposals on issues related to the development and management of the city. Members serve on a voluntary basis. Meeting minutes will be made public to strengthen transparency.
Communal Executive
In his speech, the president of the Special Delegation (PDS) of Antananarivo, Feno Ralambomanana, stressed that the RIF must remain in the service of the general interest. "The RIF must not be a space dominated by particular interests, but a framework serving the population," he declared, calling on various stakeholders to participate in discussions about the capital's future. The head of the communal executive chairs the RIF. Meetings can be convened as needed or at the request of one-third of members. He recalled that this organization should enable representatives to raise concerns and proposals from various sectors. The establishment of the RIF/SLC should thus promote the participation of local actors in the management of the capital and allow the priorities of neighborhoods to emerge in discussions on Antananarivo's development.
