The Ministry of Economy and Finance prioritizes regional priorities. The ministry is committed to the effective and sustainable development of all regions. This key economic department has officially launched regional budget conferences. The first stage took place in Miarinarivo, in the Itasy region, marking the beginning of a series of consultations to be extended to Madagascar's 24 regions.

Ambitious Exercise
Through this initiative, the Ministry of Economy and Finance aims to better integrate regional realities and priorities into the preparation of the initial budget law for 2027. The meeting, which included representatives of decentralized territorial authorities and deconcentrated technical services of the ministry, is an ambitious exercise, as one of its objectives is to bring budget preparation closer to local concerns. The goal is to share and exchange information to identify priority needs and gather proposals from different regions for integration into the initial budget law.

"Our objective is to ensure that budget decisions made at the central level better correspond to the real needs of populations in different regions," said Minister of Economy and Finance Ramiarison Herinjatovo. He also emphasized that budget deconcentration and decentralization must go hand in hand with good governance, which is essential for proper functioning and complementarity between deconcentrated technical services and decentralized territorial authorities.

Tangible Results
The regional budget conferences will identify, prioritize, and program priorities specific to each region. These priorities will then be translated into programs and projects to contribute to public investment programming for the 2027 budget law. On this point, Minister Herinjatovo Aimé Ramiarison stressed that spending must be programmed to produce tangible results serving territorial development and improving living conditions for populations. In this perspective, spending on economic infrastructure, particularly roads and energy, will be prioritized. Infrastructure improvement is indeed a major issue for supporting production, creating jobs, and stimulating growth.

New Sequence
After Itasy, regional budget conferences will continue in other regions of the country. This approach opens a new chapter in preparing the state budget for 2027. Ultimately, the challenge is to move from a budget designed primarily from the center to programming more informed by territorial realities. If priorities expressed in the regions are effectively reflected in the 2027 budget law and public spending execution, regional budget conferences could represent an important step toward public action closer to citizens. A challenge to meet.
