CEM: State Faces IGE Findings
The financial management of the Caisse d'épargne de Madagascar (CEM) has raised questions following findings by the Inspection générale de l'État (IGE). Significant amounts appear to be involved in the observations made within the institution. Since the CEM falls under the supervision of the Ministry of Economy and Finance (MEF), through the General Treasury Directorate, the silence from these structures is noteworthy. No official response has been communicated so far regarding the elements identified by the IGE. The IGE's findings thus raise questions about the monitoring of CEM's financial management. The responsibilities of the supervisory authorities regarding the control and oversight of the institution are directly at stake. It should be recalled that the CEM falls under both the General Treasury Directorate and the Ministry of Economy and Finance. At a time when good governance and transparency are regularly emphasized, this lack of reaction raises concerns. In this view, such a situation requires explanations on the nature of the facts identified and on any measures being considered. The silence of the supervisory authorities also raises questions about transparency in the institution's management. Given that findings from a state inspection should not go unaddressed, clarifications are expected on any irregularities identified. It remains to be seen what follow-up will be given to the IGE's observations and whether the supervisory authorities will provide explanations on CEM's financial management.
