Representatives from CUA, OIF and the 4th district at the pilot project launch ceremony. Civil status is a key issue for youth citizenship and integration. The Urban Municipality of Antananarivo (CUA), the Andrimaso Association and the International Organization of the Francophonie (OIF) are implementing the pilot project "Civil Status and Youth Employment in the Analamanga Region", launched in May 2026 and scheduled until June 2027. The absence of a birth certificate or national identity card (CIN) remains an obstacle to accessing several rights and services. The project targets 200 young people aged 18 to 35 from vulnerable backgrounds, with support covering civil status regularization and professional integration. The ceremony was held in the presence of the OIF representative for the Indian Ocean, Traian Laurentiu Hristea, CUA Secretary General Bao Razafimahefa, Antananarivo IV district chief Mahandry Ramanamahefa, and 4th district delegate Solofoniaina Daniel Ramahandrimanana. 56% female beneficiaries In the 4th district, where women represent 56% of beneficiaries, training has been provided in soap-making and pastry-making. The objective is to strengthen beneficiaries' skills and enable them to develop income-generating activities. Civil status regularization also facilitates access to several procedures, including voter registration, credit access and business creation. It is recalled that the absence of identity documents can hinder the exercise of certain rights and professional integration. According to officials, this approach goes beyond administrative regularization. It also concerns civic participation and economic autonomy of young people. CUA, Andrimaso Association and OIF intend to continue this initiative to bring administrative services closer to affected populations and promote their integration into economic and civic life.
