Public-Private Dialogue: GEM Suspends Participation Over CNaPS-SMGD Case
Public-private dialogue is facing turbulent times. The Groupement des Entreprises de Madagascar (GEM) announces the immediate suspension of its representatives' participation on the Board of Directors of CNaPS, as well as in any other instance, committee or governance body under state institutions. This decision also extends to public-private dialogue frameworks with public authorities. At the root of this position is the so-called CNaPS-SMGD case, in which five administrators representing GEM on the CNaPS Board of Directors are implicated. The employers' group believes these representatives have been subject, for several months, to disproportionate judicial and media treatment, while they are the only ones targeted among the twenty-four Board members. Complaint GEM recalls having contacted authorities in March 2026 requesting that a dismissal order be issued within three months. Despite several follow-ups, this request reportedly remained unanswered. The group thus denounces a breach of equal treatment, prolonged denial of justice, and serious consequences on personal and professional levels for the administrators concerned. This suspension will remain in effect, according to GEM, until conditions for effective rule of law and equal treatment are restored. Beyond this case, the employers' association also points to dysfunctions in public-private dialogue on several sensitive issues, notably minimum hiring wages and VAT. While reaffirming its commitment to independent justice and a peaceful climate, GEM says it remains available to contribute to the country's inclusive development through its 22 professional groups and 7 regional groups.
