Yet the path to this realization was far from smooth. The mayor recalled with emotion during his address, revealing he faced serious imprisonment threats due to his determination to continue the project despite obstacles. This storm was overcome thanks to the united front of seven municipal councilors. Thanks to powerful software implemented in 2023, the waiting time for obtaining a copy of a birth certificate—previously requiring an entire day—has been drastically reduced to just ten minutes. Better still, residents' purchasing power is preserved. For over ten years, the basic fee for a certificate copy remains unchanged at 600 ariary, covering only the material cost of paper and ink. With social support in mind, issuance is completely free when required for school enrollment. Similarly, registering a civil marriage celebrated on Thursday costs only 7,000 ariary. This cooperation enabled the provision of valuable equipment (uniforms, walkie-talkies, batons).
