Sanitation operations are gradually transforming several sites across Antananarivo. However, the Urban Municipality faces certain resistance. The site above the Ambohidahy tunnel has been transformed. Waste piles that littered it have disappeared. The Urban Municipality of Antananarivo (CUA) removed the equivalent of one truck load of garbage during an operation conducted yesterday morning. "It's spotless again! Everything has been cleared," exclaims Claudia R., a phone credit seller in Ambohidahy. She notes that no cleaning had been done there for years. The La Réunion Kely site in Ampefiloha is also experiencing change. Access is noticeably cleaner since the CUA operation. "We evacuated a volume representing five truck loads of waste," states Jerry Nirina Andriamasinantoanina, director of Urban Development for Antananarivo. Along a street in Analakely, several waste bins have been installed near street vendors' stalls. The area is now cleaner, with significantly less debris scattered on the road. The municipality's deployment of garbage bins in the neighborhood is beginning to change habits. The roadway has also been cleared of street vendors in certain downtown streets, notably Andrianampoinimerina Street, in front of Pavillon Analakely. "They are forbidden from descending onto the roadway and must strictly remain on sidewalks," explains a municipal agent. Municipal agents permanently control the sector and seize goods from those who violate this directive. Considerable Challenges Empty garbage bins are also observed in several neighborhoods. "Trucks come more often to collect waste," testifies a bin keeper in Ambodifilao. Potholes have also disappeared from several main downtown streets. Despite this progress, urban development challenges remain considerable for Antananarivo's municipality. Despite the recent deployment of trash bins in Analakely, waste continues to be scattered; some is even thrown at their immediate surroundings. Poor sanitation persists, with urine odors and excrement on public roads, notably at the entrances to Ambohidahy and Ambohijatovo tunnels. Illegal occupation of the roadway by street vendors remains problematic. In Behoririka, traffic is reduced to a single lane, with vendors systematically reinstalling themselves on the roadway as soon as CUA agents leave. Furthermore, most drainage channels remain clogged with debris. Urban Development Director Jerry Nirina Andriamasinantoanina hesitates to discuss major city transformations since arriving at the municipality. "It is impossible to project a true vision for the future as long as we remain stuck in emergency mode. We spend our time correcting daily dysfunctions. We must transform things at the root," he explains. He illustrates this observation with daily incivilities. "Despite daily city cleaning, strong urine odors reappear by 7 p.m.," he continues. The municipal team intends to follow the roadmap of Antananarivo's Special Delegation President (PDS), focused notably on beautifying and sanitizing the capital as well as eliminating potholes. "Tangible results should be visible within three months. The PDS's objective is to restore the capital's full splendor by December," clarifies Jerry Nirina Andriamasinantoanina.
