The Ministry of Higher Education and Scientific Research (MESUPRES) is stepping up efforts to guarantee the quality of university education in Madagascar. As part of preparations for the National Accreditation Commission (CNH), ministry teams have launched a series of surprise inspections to verify the legal existence and compliance of higher education institutions. This initiative follows a consultation meeting held on April 24, 2026 with leaders of private institutions across the island. During that meeting, administrative procedures and requirements for obtaining opening authorization and accreditation were explained in detail.
Infractions
Despite these warnings, recent inspections have uncovered serious violations. On August 10, 2026, during a raid led alongside the Director of Accreditation and Quality Assurance, Dr Rakotoniaina, inspectors discovered shocking situations. In Tanjombato, institutions lacking legal authorization, sometimes without proper offices or classrooms, were already launching advertising campaigns and encouraging student enrollment. Faced with this situation, ministry authorities immediately ordered the promoters involved to report to the ministry headquarters in Tsimbazaza to comply with current regulations.
Firmness
MESUPRES is taking a hard line. Two distance learning programs (FOAD) from the private sector have already been closed for non-compliance. The ministry warns that no leniency will be granted to those who persist in operating clandestine courses. As these fraudulent practices are also observed in regions, the ministry makes an urgent appeal to parents and prospective students. They are strongly advised to verify the legality of each institution with competent authorities before any enrollment or payment of tuition fees. Private school founders are ordered to strictly follow legal procedures before any opening.
