A major public procurement scandal in the education sector is now under judicial investigation. The Anti-Corruption Unit (PAC) in Antananarivo is investigating the alleged disappearance of 1,841 school desks financed by the state, valued at 833.236 million ariary. The case was referred to the PAC prosecutor on August 8. It concerns purchases made by the Ministry of National Education during 2020 and 2021. The furniture was intended for "manara-penitra" educational establishments. The orders totaled 18,399 desks worth over 8.327 billion ariary. Administrative procedures indicated all equipment had been received after payment. However, investigation findings tell a different story: only 16,558 desks actually reached their destination. A discrepancy of 1,841 units remains unexplained. Beyond the missing materials, investigators are examining the procurement procedures themselves. The use of direct contracts without competitive bidding is among the practices under scrutiny, with alleged irregularities against public procurement rules. Particularly concerning: several key responsibilities were allegedly handled by a single individual across different stages—from contracting to delivery and payment—despite these duties officially belonging to others. This raises questions about controls on public spending. Administrative documents are also under investigation. Delivery certificates bearing multiple signatures allegedly confirmed equipment delivery, but investigators suspect some documents don't match reality. Their authenticity is crucial to understanding how payments were authorized. Investigators are also examining the companies that received contracts, with suspected use of front companies complicating identification of actual beneficiaries. Nine individuals and three companies are currently implicated. Five suspects questioned by the investigating judge are in provisional detention at Antanimora. Other individuals are reportedly outside Madagascar. A former Education Minister is also mentioned in the file. Possible links with former senior officials are being examined. No definitive conclusions can be drawn at this stage; individual responsibilities must be established through investigation and judicial proceedings.
