From the outset, it was foreseeable that the 200,000 ariary in housing allowances demanded by municipal agents of the Antananarivo Urban Municipality would perhaps not "go through". One quarter! Ultimately, employees of the Antananarivo Urban Municipality will receive 64,000 ariary, or 50,000 ariary more than the 14,000 ariary they were already receiving, for decades. 50,000 ariary, one quarter of the claimed amount: this is what can be considered feasible given the CUA's financial capacity, based on its budget, according to the president of the CUA's special delegation. Wanting to be placed on equal footing with other agents of decentralized territorial authorities (CTD), CUA personnel believe they are "entitled" to 200,000 ariary, as specified in decree no. 2026-1476 of June 10, 2026 relating to housing allowances for state and CTD agents. The explanatory note from the Ministry of Interior and Decentralization (MID) nevertheless specifies that civil and military state agents, as well as CTD agents paid from the state's general budget, receive this 200,000 ariary monthly housing allowance. This is not the case for CUA agents, who are paid from the municipal budget. The same MID explanatory note emphasizes, regarding agents of authorities paid from municipal and regional budgets, that the housing allowance rate is set by each municipality according to its capacity and budgetary resources. Is the ball now in the CUA personnel's court? In any case, the union is refraining, at least for now, from any comment about the rate indicated by the PDS, already taken into account in establishing the cash vouchers for this month of August. The union even seems to be dodging the issue by stating that if personnel wish to "press the matter further", they must do so within the framework of a general assembly or a meeting with the PDS. But given how the matter has evolved, it seems the latter has already beaten them to the punch!
