The handover between outgoing prefect Lucien Mananjara and new prefect Huberto Dellaris took place on Monday, August 10 at 3 p.m. This appointment marks the return of an administrator already familiar with the region. Before arriving at the Antsiranana prefecture, Huberto Dellaris served as prefect in Sambava. However, his experience in territorial administration extends beyond this role. He previously held the position of chief of Diégo II district before becoming chief of Ambilobe district. These various responsibilities have given him the opportunity to acquire experience in local administration, interacting with local authorities, decentralized state services, and the daily realities of communities. Moreover, his return to Antsiranana comes with already-acquired knowledge of the territory. During his previous positions in northern Madagascar, the newly appointed prefect had the opportunity to interact with various elements of territorial administration as well as local stakeholders. Huberto Dellaris's appointment is part of a series of modifications and appointments ratified during this Cabinet meeting. These reforms within local administration aim to enhance the efficiency of state intervention across various territories and ensure more effective oversight of public policies at the local level. The new prefect of Antsiranana must take charge of a file concerning an administrative district facing various challenges, from managing state services to all issues related to territorial development. For Huberto Dellaris, this new role represents both an appointment and a return to a field he already masters. His knowledge of various districts in the North as well as his experience at the Sambava prefecture could prove to be assets in fulfilling this new function.
