A case of embezzlement at the Ministry of National Education was referred to the Anti-Corruption Unit (PAC) prosecutor's office on Saturday, August 8. Five people have been sent to Antanimora central prison.
Five individuals have been placed in provisional detention at Antanimora central prison. They face multiple charges including embezzlement of public funds, abuse of power, obtaining unjustified benefits, money laundering, forgery, and complicity in connection with the purchase of school desks for Manarapenitra schools. The contract, awarded under the Ministry of National Education during the 2020-2021 budget year, totaled 833,236,600 ariary.
The charges against the accused are extensive. The Justice Ministry cites direct award public contracts in violation of current legislation, as well as one individual holding multiple positions simultaneously. This person served as contracting authority, secondary authorizer, Public Procurement Officer (PRMP), activity manager, and president of the reception and payment commission, despite distinct officials being appointed to each position.
Delivery irregularities have also been identified. While the contract covered 18,399 school desks validated by reception reports totaling 8,327,387,583.99 ariary, only 16,558 items were actually delivered. The 1,841 missing desks represent a loss of 833,236,600 ariary. Most accused signed fraudulent reception reports. Additionally, shell company schemes were used to conceal true ownership.
Nine individuals and three companies are implicated overall. Only five appeared at the hearing; three others fled abroad.
Former Education Minister Marie Michelle Sahondrarimalala is reportedly among those implicated. According to the Justice Ministry, the investigation should also determine involvement by the former president and a close relative. The PAC lacks jurisdiction over these figures due to their legal immunity. Sahondrarimalala's case has been referred to the High Court of Justice.
