State Council: Special Delegation Authorized to Set Housing Allowance for Employees
A new development has emerged in the dispute over housing allowances for employees of the Urban Municipality of Antananarivo (CUA). A decision rendered by the State Council on August 4, 2026 clarifies the powers of the Special Delegation during the transitional period preceding the installation of bodies resulting from the partial election. According to ruling no. 13-EL/SP4, the Special Delegation, acting through its president, exercises both the powers of the executive body and those of the deliberative body of the municipality. Dual Authority This decision thus grants the Special Delegation the capacity to make decisions normally falling under the Municipal Council, particularly those relating to the setting of allowances granted to municipal staff. It is therefore called upon to rule on the amount and terms of granting the housing allowance for CUA employees. As a reminder, this issue was at the heart of demands from municipal employees, who are calling for the application of this allowance. The scale set by the supervising ministry for Decentralized Territorial Authorities (CTD) provides for an amount between 14,000 ariary and 200,000 ariary. With this State Council ruling, the ball is now in the Special Delegation's court. The decision to be made on the housing allowance will determine the terms of application at the level of the Urban Municipality of Antananarivo.
