A new turn has emerged in the standoff over the announced strike at ASECNA Madagascar. The Ministry of Transport and Meteorology issued a decree yesterday requisitioning all agency staff to ensure continuity of public air navigation safety services. Scheduled for August 5-7, 2026, the strike is motivated by several demands. Among the main points raised is the payment of certain salary components denominated in euros but converted at an exchange rate dating back to 2012. Trade unions are calling for a revision of this calculation method, which they consider disconnected from current economic reality. The ministerial decree extends the continuity obligation to all flight categories, including medical evacuations, distress and humanitarian flights, as well as commercial and military flights. Requisitioned agents must fulfill their professional obligations in accordance with their contractual relationships with ASECNA. The measure is enforceable from the date of signature and remains applicable until the end of the strike, according to the ministry. Any agent refusing to comply faces penalties under the Penal Code. Implementation of the decree is entrusted to the ministry's secretary general, the director general of Madagascar's Civil Aviation Authority, and ASECNA's representative. While both parties have an interest in pursuing dialogue to resolve the situation, it remains to be seen whether this requisition will prevent the disruptions initially feared in Madagascar's airspace.
