Madagascar's magistrate recruitment competition has taken another turn. Suspended since March 15, 2026 following suspected irregularities, the process is now partially cancelled. In a video posted on the Justice Ministry's social media, Minister Fanirisoa Ernaivo announced that written examinations for the judicial stream must be entirely retaken. This decision comes after several months of investigation aimed at clarifying the competition's organization and ensuring equal treatment of candidates. According to the Justice Minister, investigations focused on two major points: possible subject leaks before the examinations, and the existence of distinguishing marks that could influence marking. The investigation was conducted by the Independent Anti-Corruption Bureau (Bianco), with conclusions transmitted to the Anti-Corruption Unit (PAC) for legal proceedings. Investigations confirmed that subject leaks did occur. The minister stated that several people involved in this network had already been detained. However, evidence did not demonstrate fraud related to supposed distinguishing marks found on certain papers. Ernaivo also noted that some people who obtained or purchased subjects before exams ultimately failed the competition, without undermining the seriousness of the facts. Based on these findings, the Justice Ministry decided, through decree n°24,967 of August 3, 2026, to cancel all written examinations for the judicial stream. Candidates must retake all admissibility tests from September 1-4. The administrative and financial streams are unaffected by this measure. With no irregularities detected, oral examinations proceed as scheduled from August 17-20, 2026. The minister acknowledged candidates' concerns expressed over recent months while awaiting an official decision. She assured that the Justice Ministry fully assumes responsibility for preserving recruitment integrity. She recalled that while administrative decisions fall under her department, technical organization remains ENMG's responsibility. This matter is particularly sensitive given that future magistrates must exercise functions requiring impartiality, integrity, and independence. For authorities, completely retaking judicial examinations appears the only solution to guarantee credibility and restore candidate and public confidence. The written examinations were ultimately held December 16-19, 2025, after two successive postponements. Originally scheduled for August 2025, the competition was first delayed to October, then again postponed due to political context and authorities' commitment to ensuring a 'fair and transparent' process. This is not the first time ENMG entrance exams faced such difficulties. In 2018, magistracy and clerk recruitment competitions were suspended then entirely cancelled following corruption suspicions and serious dysfunctions. Authorities then undertook major reforms before recruitment resumed in 2021. Successive postponements of the 2025 competition, followed by judicial stream cancellation, illustrate persistent challenges authorities face ensuring irreproachable recruitment within Madagascar's judicial institution.
