Skewer vendors and traders occupying the Filaos space near the Central Bank of Madagascar, by the sea in Mahajanga-Be, protested late last week. They deployed a banner to contest their eviction from the site.
Following the completion of rehabilitation work at Filaos space several months ago, the municipality decided to implement new management of this space, used for skewer, beverage, and game sales. The commune granted temporary authorization for commercial activities at Filaos space from July 8, following a meeting between both parties on May 3.
However, the commune issued an eviction notice targeting most occupants for failing to honor commitments and failing to regularize their situation, particularly tax payments.
"The commune gave you a week to regularize your situation, which you did not do. Here are the violations and shortcomings noted: failure to complete all required rental documents, non-payment of rent owed to Mahajanga commune, failure to comply with cleanliness and maintenance rules, and failure to respect the commune's organization and directives. You are required to complete necessary administrative procedures for your eviction from Filaos space. Consequently, you are asked to remove your personal belongings and vacate the premises within two days, and return personal effects and materials belonging to STAR company," states the eviction notice signed by the deputy president of the special delegation.
"We are at fault and we beg your forgiveness. We want to stay here because it is our livelihood. Where will we go?" protesters cried out.
In response, the municipality hardened its stance, refusing any negotiation. "All necessary information is in the notice. Many measures have been taken by commune officials. Infrastructure and management have improved. The commune is working to move forward and care for traders, customers, and the city's appearance. Occupants who failed to pay their taxes properly were inspected. They were summoned to a meeting but did not attend. A payment deadline was set and they were informed of measures that would be taken if not complied with. This is not about personal interest. Only the city's interest is considered. If they had settled their debt within the given timeframe, they would have fully retained the right to continue using the space. The municipal administration is currently reorganizing the city. Mismanagement has no place at the municipality," declared the president of the special delegation.
