Employees of the Commune urbaine d'Antananarivo (CUA), organized under the CUA Employees' Union (SMKAR), plan to launch a general strike starting next week. The decision follows failed discussions with municipal authorities regarding a 200,000 ariary housing allowance demanded by staff. Demands gathered outside the Analakely City Hall, union leaders stated that responses from CUA management failed to satisfy employees. "Our demands remain unchanged until we receive a satisfactory response. We will file strike notice within the legal 48-hour deadline before launching a general mobilization," declared Jean François Raharijaona, SMKAR president. Employees recall having already granted CUA officials 48 hours to address their demands. In response, they were told a note from the Ministry of Interior and Decentralization was expected. Municipal Elections According to explanations provided to staff representatives, payment of this allowance requires a municipal council deliberation. Since the State Council's decision annulling Antananarivo municipal election results and dissolving the municipal council, the capital is administered by a Special Delegation. Employees believe, however, that this situation should not delay implementation of an already-active decree. An intervention by a former municipal councilor, who mentioned an upcoming meeting between the Special Delegation president and employees, failed to calm protesters. Tensions remain high between both parties.
