August is already here, or finally. It is the eighth month of the calendar, both Gregorian and Julian. Many doubts this August! The month of August falls in the middle of summer in the Northern Hemisphere and in the middle of winter in the Southern Hemisphere. Despite the summer break, the IMF remains clear-headed regarding Madagascar's file within the framework of the ECF-RSF program. The disbursements of the third and fourth tranches of the Extended Credit Facility and the Resilience and Sustainability Trust depend on the budgetary performance of the leaders of the Refoundation and their willingness to comply with the program's objectives. By resorting to the ECF, which is financial aid for the balance of payments, Madagascar accepts, as a condition, to implement a set of measures that will contribute to stabilizing and making the macroeconomic situation viable. The RSF, for its part—literally and figuratively—is long-term financing aimed at strengthening economic resilience and sustainability by supporting reforms that reduce risks linked, in particular, to climate change. A phenomenon that manifests itself, among other things, through temperature variations as observed this August when it is sometimes cold, sometimes hot. "Mivadibadika ohatra ny andro ririnina." Literally, "it is as changeable as winter days." Like the IMF whose approval, or lack thereof, is far from being settled once and for all. There are performance criteria that are not a function of the climate environment or political atmosphere, even though certain decisions such as the suspension of the automatic fuel price adjustment mechanism at the pump could dampen or, conversely, warm up negotiations between Washington and Antananarivo, where the thermometer does not display the same temperatures. And this, in a season when the postponement of the IMF's examination of Madagascar's file raises many... doubts this August. And not only on the economic front.
