Employees of the Urban Municipality of Antananarivo (CUA) are escalating their campaign to demand their housing allowance. They are threatening to strike next week. Union representatives of CUA employees filed a forty-eight-hour strike notice yesterday with the Urban Municipality of Antananarivo. They also announced a demonstration planned for City Hall in Analakely, which they have reported to the Antananarivo police prefecture. "We have no certainty so far about when we will receive our housing allowance," said Jean François Raharijaona, president of the Union of Employees of the Urban Municipality of Antananarivo (SMKAR), yesterday following a briefing by representatives of Antananarivo city leaders on steps taken regarding this demand. The municipality's intervention only fueled staff discontent. During a gathering in the City Hall parking lot yesterday, Zo Andriatsilavo, technical advisor to the CUA, mentioned an imminent State Council decision concerning the deliberative body. "A clear decision must be made—whether we should receive 200,000 ariary, less than 200,000 ariary, or 50,000 ariary; this decision must be rendered clearly. That is what we are waiting for today," he explained. He then announced the absence of the Special Delegation President (PDS), currently abroad, while promising that a general assembly would be organized upon his return. Far from reassuring the crowd, these statements provoked worker outrage, who booed the official and demanded immediate answers to their demands. This strike risks disrupting administrative services. The issuance of building permits, civil status documents, and notarizations could be suspended. Indeed, district agents are among decentralized territorial authority personnel claiming housing allowances. For CUA employees, the demand is straightforward: apply the decree on housing allowance of 200,000 ariary for all state agents starting July. This allowance increase did not yet appear on their July payslips. The Ministry of Interior and Decentralization clarified that municipal or regional councils must decide the amount and payment terms for this housing allowance, under their administrative and financial autonomy.
