The first setback occurred on the second day of the national youth consultation work at CCI Ivato. Young people from the "Refoundation" movement held divergent positions on the modalities of regional delegation representation. This type of dissension bodes poorly for the continuation of the national consultation process, which requires the unity of all vital forces of the nation, without distinction of political tendencies, to find a successful outcome to the current transition and lead the country toward free and inclusive elections. This initial disagreement raises several questions about the conduct of the vast national refoundation process. Indeed, if disagreements emerge during sectoral consultations, even before the launch of proper national consultations, they could weaken the climate of trust essential for inclusive dialogue. The stability of the rules of the game and respect for commitments are indeed essential elements to ensure the buy-in of different stakeholders. This sequence also reminds us that the success of refoundation will depend not only on the content of recommendations, but also on how consultations are organized. Any perception of improvisation or unilateral changes to the rules is likely to fuel frustrations and call into question the legitimacy of the refoundation process. On this point, moreover, there have been no shortage of about-faces since the beginning of Michaël Randrianirina's reign. Recall, for example, that in the first minutes of the "power grab" that allowed him to enter the already empty palace of Ambohitsirohitra, the colonel promised the dissolution of all institutions, before changing his mind and maintaining the National Assembly and the High Constitutional Court. In any case, these preliminary dissensions and other failures to respect initial commitments recorded since the start of the current regime risk simply weakening the refoundation process and, consequently, keeping the country in this unfortunate situation of endless cyclical crisis.
