Fifteen municipalities will experiment with the Territorial Approach to Local Development (ATDL). This initiative is part of the "Tou-te-s Redevables" program, launched in 2026 by the European Union to support public governance in Madagascar, aligned with its Global Gateway strategy. Financed by the European Union and implemented by Expertise France, this program will strengthen local governance in pilot municipalities. The selection process for municipalities to experiment with this approach was launched yesterday in Antsirabe, in the presence of European Union Ambassador Roland Kobia. The selection of fifteen municipalities will be based on various criteria, including geographic location and population density. "The RN7 axis constitutes a genuine laboratory for deploying innovative governance solutions. In these municipalities undergoing rapid urban transformation, the intensity of economic activity intensifies critical challenges: demographic pressure, land management, and access to public services. The integration of the Urban Municipality of Antsiranana consolidates the representation of members of the Association of Major Cities of Madagascar (AGVM), alongside Fianarantsoa and Antsirabe, and lays the groundwork for progressive expansion of the model to all major Malagasy urban centers within the framework of the National Plan for Decentralization and Local Development (PNDDL)," according to a statement released during this event. The European Union supports the idea that access to essential services, social cohesion, territorial resilience, and the capacity to develop concrete solutions are determined at the local level.
