Possessing a birth certificate, marriage certificate, or death certificate is far more than a simple administrative formality. These documents form the foundation of each citizen's legal identity and determine access to numerous fundamental rights: school enrollment, obtaining a national identity card, exercising voting rights, accessing healthcare, justice, and social benefits. Yet in Madagascar, thousands of people continue to face significant difficulties in obtaining or registering these documents. The distance from administrative services, lack of information about procedures, complexity of processes, and negligence by some families still explain the low registration rates for civil status records in several localities. This situation undermines citizens' legal security and sometimes deprives them of essential rights. To address these challenges, the Ministry of Interior and Decentralization, through the National Institute for Decentralization and Local Development (INDDL), with support from the International Organization of the Francophonie (OIF), has continued its capacity-building program for municipalities. This new phase involved 184 communes spread across five regions. A training session was held in Ambatondrazaka from July 14-16, 2026, bringing together civil status officials from 31 communes and authorities from the Ambatondrazaka and Andilamena districts. The goal was to further professionalize municipal services to provide citizens with more reliable, faster, and legally compliant local services. Beyond improving administrative procedures, this initiative aimed to ensure every Malagasy can have their legal existence officially recognized. By strengthening the quality of local public services and securing civil status documents, authorities intend to sustainably increase registration rates for births, marriages, and deaths, while consolidating citizen rights protection and legal security—two pillars essential to the country's development.
