Madagascar's Customs Authority is continuing to strengthen its capacity for implementing the Authorized Economic Operators (AEO) program. In this context, a delegation traveled to Morocco from July 13-16, 2026 for a study visit and training dedicated to this initiative. This mission allowed Malagasy representatives to benefit from Morocco's experience in designing and deploying the AEO program. Discussions focused notably on operator evaluation mechanisms, control procedures, cooperation with relevant administrations, and the use of technology in managing and monitoring the system. This initiative is part of the World Customs Organization's (WCO) "Accelerating Trade Facilitation" program, supported by the British tax and customs administration HMRC. It also aligns with Madagascar's Customs Strategic Plan 2025-2029, which includes modernizing procedures and improving the commercial trade environment. According to explanations, Authorized Economic Operator status is intended for companies considered reliable and compliant with customs regulations. In return for their compliance, these companies can benefit from facilitation measures, particularly during customs clearance and goods release operations. For Madagascar, the objective is to further streamline trade while maintaining a high level of security and control over commercial operations. The AEO program has currently entered its pilot phase within Madagascar's Customs Authority. Lessons learned from the Morocco mission should help refine mechanisms before broader implementation of the system.
