Peace preservation in the region, including Madagascar, was a flagship project of the former IOC Secretary General. Nearly four months after the resignation of the Indian Ocean Commission (IOC) secretary general, recent events validate the merit of his flagship project. A diplomatic note stated: "Madagascar respectfully wishes to request the replacement of Monsieur Edgard Razafindravahy, current secretary general of the Indian Ocean Commission, due to significant differences of opinion and situations likely to generate conflicts of interest, in order to preserve the neutrality, impartiality, credibility and proper functioning of the organization." This note from Madagascar's Foreign Ministry justified its decision to terminate the four-year tenure of the IOC tenant in Ebène (Mauritius), unanimously approved on July 15, 2024 by member states during an extraordinary session of the IOC Council of Ministers.

Youth Participation
Four months after his departure, it is clear that the situation in Madagascar validates the "views" of the former SG, who had launched numerous regional projects, notably the "Governance, Peace and Stability" project. As its acronym suggests, it is a genuine GPS for preserving peace and stability in the Indian Ocean, including in the Great Island where panic reigns due to recent events marked by a series of disappearances and kidnappings, sometimes followed by deaths of men and/or women. Essentially young people who constitute "levers for peace and democracy," said Edgard Razafindravahy, even before the emergence of the Gen Z movement. "Youth participation is essential to guarantee lasting peace," he stated upon taking office in July 2024.

Security Dimension
Two years later, facts attest to the validity of the outgoing SG's "views," who considered "the IOC as an essential actor in preserving peace in the Indian Ocean." Moreover, beyond the GPS, which is highly topical, other projects carried by Edgard Razafindravahy concerned security, which encompasses multiple interconnected dimensions. From health security through the SEGA network – One Health for more resilient public health – to maritime security, vital for the region. Not forgetting food security, which was at the heart of his tenure. "I propose the creation of an IOC agricultural space. A space where we can together develop our lands collaboratively," he advocated. Arable lands largely located in Madagascar, which could benefit from any potential "conflict of interest" – if such exists – through its dominant position thanks to its vast cultivable area, where one would not risk getting lost with the "Governance, Peace and Stability" project. A GPS that could have contributed to tracking, even pursuing, 4x4 vehicles used in kidnappings.
