Authorities gathered to evaluate biometric registration. More than six million Malagasy citizens have already been registered, exceeding the initial target of two million set for the first phase. The first phase of biometric registration for citizens aged 18 and over was evaluated during a two-day workshop held at the Carlton Anosy hotel. Conducted from April to June, the operation far surpassed authorities' expectations. While the goal was to reach two million registrations in three months, more than six million Malagasy were ultimately registered.
This meeting allowed for an assessment of this first stage and identification of areas for improvement in future campaigns. Officials discussed difficulties encountered in the field to optimize the system. For the Ministry of Interior and Decentralization, this operation is part of modernizing civil registration in Madagascar. Interior and Decentralization Minister Hanitra Velonjara Tiaray Rakotonandrasana emphasized the importance of having legal identity, considered a foundation for establishing the national digital population register.
A second phase of biometric registration is already in preparation. It will be supported by the DECIM project, financed by the World Bank Group, to continue developing the national identification system.
