The official launch of the Programme for Country Partnership (PCP) 2026-2030 recently took place with Colonel Michaël Randrianirina, government members, United Nations representatives, diplomatic and consular corps, and private sector actors in attendance. Born from the partnership between Madagascar and the United Nations Industrial Development Organization (UNIDO), this program represents a new roadmap to accelerate the country's industrial transformation. On this occasion, the head of state emphasized the importance of valorizing national resources through local processing. Madagascar must, according to him, take a new step by ceasing to be merely a supplier of raw materials to become a country that produces, transforms, and creates added value, for the benefit of the population, particularly youth and women.

Transformation
Signed in Vienna by the Ministry of Industrialization, Private Sector Development and Commerce (MIDSP) and UNIDO's permanent representative, following consultations held in Nairobi, the PCP 2026-2030 aims to be a strategic framework to support Madagascar's industrial development. The program specifically targets strengthening local value chains, improving private sector competitiveness, and promoting job creation. For authorities, transforming national wealth must become a major lever for economic and social development.

Resources
In this perspective, the government also intends to review the management of the country's strategic resources. The export of raw minerals and gold without prior processing on national territory is no longer prioritized. Economic operators are encouraged to invest in local processing units. Support measures are planned, notably tax advantages reaching 30%, reservation of study areas, and establishment of the Gold Counter to better secure and valorize national resources.

Skills
Vocational training is also among the priorities of the PCP 2026-2030. With support from the European Union, the French Development Agency (AFD), and the World Bank, the Ministry of Technical Education and Vocational Training plans to strengthen skills meeting the needs of key sectors. The program provides for training 500 "4.0" trainers and aims to achieve a 40% professional insertion rate by 2030 in several priority areas, including agro-industry, textiles, renewable energy, digital technology, and modern agriculture.

Murder Case
On the sidelines of the industrial program presentation, Colonel Michaël Randrianirina also addressed security and national cohesion issues. Regarding the murder case that occurred in Ampefiloha Ambodirano, he called for respect of judicial procedures following the arrest of suspects, while warning against any form of mob justice. Concerning crimes targeting persons with albinism, authorities confirmed the arrest of several suspects, placed under remand at Tsiafahy high-security prison. During the national mourning recently decreed, the head of state also praised the mobilization of various religious denominations at the prayer ceremony for the Nation organized by FFKM. He called for unity and solidarity to support the country's recovery.
