Port SEC III represents high-level port logistics. As a public interest project by nature, construction of the Toamasina Multimodal Logistics and Port Platform (PMLPT) requires site clearance operations, including the recent demolition of structures at the Port Sec III site in Tsarakofafa. Operations coordinated by competent authorities have created human and material difficulties. For this reason, the Autonomous Port Authority of Toamasina (SPAT) is prioritizing the situation of affected families.

Temporary Accommodation

SPAT teams responsible for census and support have been deployed in the field to assess individual situations, identify immediate needs, and implement necessary assistance measures. "Temporary hotel accommodation is being provided for families requiring immediate shelter. The census continues to examine each situation and determine appropriate support measures," SPAT stated. Acknowledging complaints from some families who felt insufficiently informed beforehand, SPAT has decided to conduct more thorough examination of specific cases on the ground.

Preliminary measures have already been taken to carry out the PMLPT project properly. Multiple consultation, information, and support actions have been conducted with authorities and stakeholders since April 2026.

Critical Importance

Initiatives include: strategic meetings and project coordination; field visits to affected populations; site assessment of Port Sec III; information and awareness sessions on the project and relocation process; opening a single-window service to receive, inform and support households; case file review and processing; monitoring transfer and progressive installation of eligible households to Port Sec II; and implementing actions to improve reception conditions at the relocation site.

These actions aimed to inform affected households, examine their situations, and support them through relocation. The main objective is completing Port Sec III works, the first phase of the Toamasina Multimodal Logistics and Port Platform—a project of critical importance for the entire port, as it aims to better organize heavy vehicle parking and circulation related to port activities and provides infrastructure for transporter reception and logistics flow management. This promises positive outcomes including reduced truck parking on urban roads, improved traffic and road safety in Toamasina, and better merchandise transport organization.
