AVCOI 2026: Local Authorities Urged to Better Access Climate Financing
The Bureau for Support to External Cooperation (BACE), attached to the Ministry of Economy and Finance, participated in the 2026 annual meeting of the Association of Cities and Local Authorities of the Indian Ocean (AVCOI), held on July 21 and 22 in Antananarivo. During a roundtable discussion on territorial resilience and access to climate financing, BACE emphasized the need to anticipate risks rather than wait for disasters. Despite the existence of international funds, many local authorities still struggle to access them. Three priorities were highlighted: integrating climate risks into local development plans, strengthening capacity to design bankable projects, and improving governance and financial transparency. BACE supports territories in project development, financing research, and coordination with technical and financial partners. The meeting brought together elected officials, institutions, and regional partners to strengthen cooperation in the face of climate change.
