The KOICA (Korea International Cooperation Agency) scholarship program is funded by the South Korean government for master's and doctoral degrees, and is reserved for civil servants and public sector employees. South Korea is offering eleven master's scholarships and four doctoral scholarships for 2027 to benefit Madagascar. The announcement of this scholarship offer was published on the Facebook page of the Ministry of Higher Education and Scientific Research on July 21, 2026. To be eligible, interested candidates must be civil servants or public employees (personnel from public organizations remain subject to validation); be officially nominated by the government; and be under 40 years old. Candidates must also hold a Bachelor's degree with at least two years of professional experience, or a Master's degree with three years of experience thereafter. Candidates must prepare an initial application file, including, among other things, KOICA forms and an official letter of recommendation bearing the administration's seal. Application files can be submitted directly to the External Scholarships Service (SBEX), or online on a dedicated official website. Criticism. The application deadline at SBEX is set for July 23, 2026, which is tomorrow. This very short timeframe between the announcement's publication on the MESUPRES Facebook page and the application deadline has drawn strong criticism from the public. Interested candidates have only two days, or even one day, to prepare their files. For their part, ministry officials have not provided explanations, at least through the same channel, regarding this situation. After pre-selection, pre-selected candidates must prepare another file following the instructions provided, particularly forms and documents required by the chosen university, diplomas and transcripts, possibly translated into English, as well as other documents according to the university's instructions.
