Madagascar is finalizing its cybersecurity law. The first step has been taken. "The process is nearing completion and the publication of the new regulatory framework will occur shortly," declared Mahefa Andriamampiadana, Minister of Digital Development, Posts and Telecommunications, during the opening of the Cybersecurity Symposium held at Novotel Alarobia yesterday and today. Cybersecurity is no longer optional but an absolute priority. This transition toward digital security is the logical extension of structural reforms conducted in recent years. It all began with the massive introduction of digitization and digital transformation, notably illustrated by biometric enrollment. Today, network expansion and infrastructure modernization are becoming a reality for the population. This rapid technology adoption comes with new risks. The more citizens use these tools, the more their protection becomes mandatory. This symposium was designed with a tripartite dimension to address this challenge, bringing together key stakeholders. "One of the major objectives of this event is to raise awareness and mobilize local youth. As holders of key skills, these young talents will be supported and promoted to build the nation's future digital defense and security systems," the minister stated. The future cybersecurity law will precisely define what constitutes a security incident and identify Vital Importance Organizations (VIO). "This legal framework will not be merely theoretical: it will integrate a system of strict injunctions. In case of non-compliance with established rules, severe sanctions will be applied, whether targeting political decision-makers or technicians in the field," indicated Eric Rakotomaniraka, director general of the Computer Incident Response Team (CIRT). The Cybersecurity Symposium is an event organized by CIRT, under the high patronage of the President of the Republic of Madagascar, with support from the Ministry of Digital Development, Posts and Telecommunications, in collaboration with technical support from the Digital Governance Unit (UGD) and financing from the Prodigy project.
