The expansion and modernization works at Toamasina Port continue. The Autonomous Port Management Company of Toamasina (SPAT) launched yesterday the development works for Dry Port III, site of the future Toamasina Multimodal Logistics and Port Platform (PMLPT). A significant milestone for this strategic project aligned with the SPAT 2.0 vision. The PMLPT aims to modernize transport and logistics infrastructure, strengthen Toamasina Port's performance, and position the city as a major logistics hub in the region.
Social Responsibility
According to a SPAT statement, these works are based on a 2025 court ruling ordering the release of Dry Port III by those occupying it without legal right. However, despite this judicial decision, immediate execution was not pursued. Aware of its social responsibility and the situation of affected families, SPAT prioritized dialogue, information, and consultation before work commenced. "SPAT recognizes that certain families on the site may have been victims of fraud or irregular land transactions. It has therefore prioritized dialogue and equitable solutions," the statement said.
With social protection in mind, a single-window service was established at Dry Port II to welcome and register affected households and coordinate their relocation. Moreover, though not legally required, SPAT decided to allocate a 250 m² plot at Dry Port II to each registered household that voluntarily left. "This support measure extends beyond simple plot allocation. All necessary steps will be taken to guarantee legal security of beneficiaries' land rights," SPAT stated, including plot demarcation, property rights transfer, and land title establishment for each beneficiary.
Opposition Movements
Some opposition movements were observed during yesterday's operation. However, through cooperation between public authorities and law enforcement, public order was maintained and operations proceeded in compliance with legislation and human dignity.
Great Importance
The Toamasina Multimodal Logistics and Port Platform represents crucial infrastructure for the Grand Port economy and the entire country. Work commencement at Tsarakofafa opens the first phase of PMLPT implementation. The project includes a parking area for up to 500 trucks, administrative buildings, logistics infrastructure, new circulation routes, and various equipment to support Toamasina Port's growth.
Once fully operational, the PMLPT should generate significant and lasting returns. It will reduce road congestion around the port and city, improve merchandise circulation and trade, and increase logistics chain efficiency. The project will strengthen Madagascar's economic competitiveness, attract new investments, and create jobs and income-generating activities for the Malagasy population.
